SUMMARY
Synopsis of Bill
House Bill 1052 allows the Department of Transportation Traffic Safety Bureau to have different
expiration dates for annual licenses.
FISCAL IMPLICATIONS
None
SIGNIFICANT ISSUES
Currently by statute, the DOT Traffic Safety Bureau licenses all Driver Education, Driving
Safety, and DWI Education Schools. The DOT Traffic Safety Bureau also licenses all Ignition
Interlock providers. This amounts to approximately 170 licenses per year. In addition, the DOT
Traffic Safety Bureau also licenses over 500 individuals annually to operate, teach, and provide
services for these programs.

PERFORMANCE IMPLICATIONS
NMDOT indicates that all licenses begin on July 1
st
of each year and expire on June 30
th
of each
year. This results in a bottle neck during the renewal process as everyone is trying to be licensed
and/or renewed at the same time. This bill would allow the DOT Traffic Safety Bureau to
stagger the expiration dates. For example, Driver Education licenses could expire on June 30
th
,
Driving Safety licenses could expire on September 30
th
, DWI Education licenses could expire on
December 31
st
and ignition interlock licenses could expire on March 30
th
. This would allow the
workload to be spread more evenly throughout the year and thus make the process more
efficient.
