SUMMARY
Synopsis of Bill
House Bill 1069 appropriates $25.0 from the General Fund for the Village of Grady to conduct a
feasibility plan for the development of an assisted living center in the Village.
FISCAL IMPLICATIONS
The appropriation of $25.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
DFA reports that the ultimate goal is for the Village of Grady to develop an assisted living center
for the elderly and disabled residents. According to a representative from the Senior Citizen
Project; approximately 1/3 of the residents in the northern part of Curry County fall within the
senior citizen age group. Most of this group would prefer to remain in the community as they
grow older if adequate facilities become available.

Currently, there are no day care facilities for children of working parents who commute to work.
This would provide working parents a safe place to leave their children, as well as having a point
of interaction between the children and senior adults. There is no summer recreation for these
children.
This facility would increase employment for adults and older children. This program could
provide entry-level jobs in healthcare, administration, landscape, maintenance and housekeeping.
Right now there are no jobs in the Village of Grady. Most of the residents in the Village of
Grady commute to Clovis or Tucumcari and other surrounding areas.
If HB 1069 is enacted the municipality will be applying for additional grant funding with the
United States Department of Agriculture (USDA) and Eastern New Mexico Rural Telephone
Cooperative Company.
ADMINISTRATIVE IMPLICATIONS
The funds will be administered through the Local Government Division of DFA, which already
has the staff and knowledge to fun and monitor this project.
