SUMMARY
Synopsis of Bill
House Bill 1093 makes an appropriation of $300,000 from the General Fund to the Board of
Regents of New Mexico State University (NMSU) for expenditure in FY08 for the Cooperative
Extension Service to conduct wheat variety research trials and establish test pilots at agricultural
science centers in Clovis, Farmington, and Las Cruces.
FISCAL IMPLICATIONS
The appropriation of $300,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
New Mexico State University’s Agriculture Experimental Science Centers plan and are prepared
to conduct test pilots for different wheat types. The research stations located in Clovis,

Farmington, and Las Cruces display differences in climates and soils. For example, the
Farmington experimental station is located above 6,000 ft. in elevation and can provide valuable
information for agricultural production at high elevations. The purpose of wheat research is to
identify wheat varieties and expand upon current varieties that are suitable for New Mexico
conditions.
This proposal was not submitted to the New Mexico Higher Education Department
(NMHED) by NMSU and is not included in the Department’s funding recommendation for
FY08.
