SUMMARY
Synopsis of Bill
House Bill 1108 proposes $80.0 from the General Fund to the Local Government Division of the
Department of Finance and Administration for the Enchanted Circle Sirolli project.
FISCAL IMPLICATIONS
The appropriation of $80.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
DFA reports that the funding will cover a facilitator's consulting costs. The facilitator's goal is to
provide the community with best-practice tools to allow the program to eventually become self
sustaining. The Enchanted Circle Sirolli project works closely with the local Chamber of
Commerce in Taos, Questa, Angel Fire, Eagle Nest, Red River and Penasco as well as the
Regional Development Corporation, and UNM's entrepreneurship program.

Funding in the past has assisted in creating 30 businesses and employing 100 persons. The
objective was to create 50 jobs and this program has doubled those goals.
ADMINISTRATIVE IMPLICATIONS
DFA notes that this is outside its scope of expertise and therefore recommends that the language
be amended to read: “Eighty thousand dollars ($80.0) is appropriated from the general fund to
the Economic Development Department for expenditure in fiscal year 2008 for the enchanted
circle sirolli project in northern New Mexico. Any unexpended or unencumbered balance
remaining at the end of fiscal year 2008 shall revert to the general fund."
