SUMMARY
Synopsis of Bill
House Bill 1121 appropriates $250 thousand from the general fund for expenditure in FY08 to
Cultural Affairs department for an international indigenous environmental film festival to be held
in the State in 2008.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in House Bill 1121 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
SIGNIFICANT ISSUES
The International Indigenous Film festival is a proposed event. The event could correlate with
and highlight the cultural diversity found within the State.

RELATIONSHIP
House Bill 1121 relates to Senate Bill 113 short title: “International Indigenous Film Festival,"
except the fiscal agent would be Cultural Affairs and not the Tourism Department as indicated in
the Senate version.
Senate Bill 113 appropriates $250 thousand to the TD to host an International Indigenous
Environmental Film Festival to be held in New Mexico in 2008.
Senate Bill 524 appropriates $60 thousand from the general fund for expenditure in FY08 to the
New Mexico Film museum in the Cultural Affairs department to support film festivals in several
locations around the State. Senate Bill 524 incorporates language such that no one location
would be appropriated in excess of five thousand dollars ($5,000.00) of the $60 thousand dollar
appropriation.
