SUMMARY

Synopsis of Bill

House Bill 1131 appropriates $200 thousand from the general fund to the board of regents of

Eastern New Mexico University (ENMU) for the purpose of a kindergarten through twelfth

grade science and math teacher development program.

FISCAL IMPLICATIONS

The appropriation of $200 thousand contained in this bill is a nonrecurring expense to the

general fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall

revert to the general fund.

SIGNIFICANT ISSUES

According to HED HB 1131 provides an expansion of $200 thousand to the recurring $25

thousand for this program to ENMU. It has been stated by ENMU’s President that the current

funding for the Math and Science program is limited in order to provide comprehensive math

and science teacher training to rural areas of southeastern New Mexico. Las year’s funding only

covered math and did not cover science. This program can currently only provide a basic

background in math and science to get teacher up to minimum standards in these disciplines.

This request was no submitted by ENMU to HED as an expansion, but is included in the

department’s funding recommendation for FY08 for $25 thousand in recurring base.

PERFORMANCE IMPLICATIONS

According to PED this bill relates directly to performance measures on proficiency in

mathematics and supports the department’s efforts to fully implement the standards and

benchmarks in science and mathematics.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

HB 1131 duplicates HB 1098 & SB 1025.

SB552 and HB220 are related and refer to the enactment of the Mathematics and Science

Education Act, creating the Mathematics and Science Bureau in the Public Education

Department and a Math and Science Advisory Council. These bills also appropriate funds to

strengthen math and science in public schools and teacher preparation at postsecondary

institutions of higher education.
