SUMMARY
Synopsis of Bill
House Bill 1146 appropriates $230.0 from the General Fund to the Local Government Division
of DFA for the Mid-region Council of Governments to provide stipends to qualified student
interns participating in a charter school building trades and technology program in Bernalillo
County.
FISCAL IMPLICATIONS
The appropriation of $230.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
MRCOG was selected as the fiscal and administrative entity for workforce connection.
MRCOG's role is to provide board support, perform planning, technical assistance, and training,
and assures compliance with the Workforce Investment Act (WIA) reporting performance
requirements.

The goals of the Workforce Investment Act:
increase the employment, retention and earnings of participants
increase occupational skill attainment by participants
improve the quality of the workforce
reduce welfare dependency
enhance the productivity and competitiveness of New Mexico and the nation
This program hopes to achieve the above goals.
PERFORMANCE IMPLICATIONS
DFA reports that this is a pilot project being introduced in at least one charter schools. DFA
recommends that the curriculum be approved by the Public Education Department to ensure
guidelines are met for high school students. If this program is offered as a trade to graduate
students then the Department of Higher Education will need to approve the curriculum.
ADMINISTRATIVE IMPLICATIONS
The Department of Finance and Administration does not possess the expertise to provide
oversight for such an activity or program. The Department of Public Education may be a more
suitable agency to administer this program.
