SUMMARY
Synopsis of Bill
House Bill 1249 appropriates $150 thousand from the general fund to the Public Education
Department for after-school math and reading tutoring programs in the Belen consolidated
schools.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall
revert to the general fund.
The LFC remains concerned with funding initiatives outside of the funding formula as it tends to
disequalize school funding and diverts funding away from core educational needs.

SIGNIFICANT ISSUES
The Belen Consolidated Schools has recognized the need to expand upon tutorial programs
throughout the district. These funds will be used to implement and expand existing tutoring
programs but would prioritize the 9-12 level. As schools continue to look at high schools and
success rates, additional tutorial programs emerge as a need. Some of the funds might also be
used to support expanding upon the Boys and Girls Club tutorial program of Valencia County.
