SUMMARY
Synopsis of Bill
House Bill 1261 appropriates $40 thousand from the general fund for expenditure in FY08 to
Cultural Affairs department for cultural and arts programs in Bernalillo county.
FISCAL IMPLICATIONS
The appropriation of $40 thousand contained in House Bill 1261 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
SIGNIFICANT ISSUES
It is the Cultural Affairs department’s understanding that House Bill 1261 refers to arts programs
to be developed by “516 ARTS", a new non-profit, museum-style gallery located in
Albuquerque. According to materials sent to the department by 516 ARTS, the monies in this
appropriation would provided free services for children and adults, such as arts education
programs for schools, as well as onsite arts activities to include poetry, music and film. The new

organization promotes itself as being a “linkage" among Albuquerque and northern New Mexico
arts institutions and organizations.
ADMINISTRATIVE IMPLICATIONS
The department would experience no significant administrative impact. The department would
conduct an RFP process in order to accomplish the initiatives outlined in the bill.
RELATIONSHIP
House Bill 1261 relates to Senate Bill 911, but carries an appropriation of $40.0 rather than
$200.0. Both House Bill 1261 and Senate Bill 911 relate to the arts services grants/contracts that
the New Mexico Arts division gives out to arts organizations statewide.
