SUMMARY
Synopsis of Bill
House Bill 1263 appropriates $150 thousand from the general fund for expenditure in FY08 to
the Arts division of the Cultural Affairs department to contract with an Albuquerque-based youth
focused multicultural bilingual theater company. The contractor will be required to produce
plays written by New Mexican playwrights, and to perform these within underserved
communities in the State.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in House Bill 1263 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
OTHER SUBSTANTIVE ISSUES
According to PED, “storytelling, reading, writing, acting, inventing, computing, valuing one’s
own and other’s cultures and problem solving can be enhanced through Arts Education.

Integrated curriculum developed to enhance student learning through middle and high school
levels and tied to New Mexico Standards and Benchmarks and selected measurable Performance
Standards can capture middle and high school students’ beliefs and imaginations and greatly
enhance their learning at this level.
The New Mexico Content Standards for the Arts makes a foundation for this learning along with
other Content Standards through:
• Demonstration of an understanding of the dynamics of the creative process.
• Observation, discussion, analysis and making critical judgments about artistic
works.
• Increased awareness of cultural diversity.
• Knowledge about how invention and innovation have historically influenced
artists.
• Connections and parallels among the arts, health and physical education
disciplines as well as all other content areas, Science, Math, Language Arts,
Social Studies, Modern, Classical and Native Languages and Career Technology."
