SUMMARY
Synopsis of Bill
House Bill 1281 appropriates from the general fund to the administrative office of the courts
$75,000 for expenditure in FY08 for a “together against graffiti" program in the ninth judicial
district. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to
the general fund.

FISCAL IMPLICATIONS
It is unclear from the bill what entity will benefit from the funds in the ninth judicial district --
the district court or the district attorney’s office.
SIGNIFICANT ISSUES
The Chief Judges Council agreed to support a unified judicial budget request for specific
prioritized needs for the judiciary. The request in HB 1281 is not part of the unified budget
request.
PERFORMANCE IMPLICATIONS
The courts are participating in performance-based budgeting. It is unknown if enactment of this
bill would impact performance measures as they relate to judicial budgeting.
ADMINISTRATIVE IMPLICATIONS
The AOC is given the responsibility to spend these funds for a graffiti program in the ninth
judicial district. However, the bill provides no resources or staff to carry out those
responsibilities (development, program monitoring, and evaluation).
TECHNICAL ISSUES
Delete the words “together against" on line 18 so the bill reads better.
OTHER SUBSTANTIVE ISSUES
Clarify in the bill what entity should benefit from the funds in the ninth judicial district – the
ninth judicial district court or the ninth judicial district attorney’s office.
