Synopsis of Bill
The House Education Committee Substitute for House Bill 1312 carries no appropriation. The
bill creates a new section of statute to direct the Public Education department to grant level 3-B
administrative licenses to professional applicants from educational settings.
FISCAL IMPLICATIONS
*Enactment of the House Education Committee Substitute for House Bill 1312 could create a
minimal, indeterminate additional cost to the Public Education department. Provisions in the
bill require the department to ensure applicants matriculate through a PED approved

administration apprenticeship program. A finite number of administration positions exist,
therefore enactment will not cause a net increase in salary expenses, however, the bill could
increase the number of applicants within the apprenticeship program.
SIGNIFICANT ISSUES
The bill does not specify a minimum experience threshold for professionals working in
educational settings.
The House Education Committee Substitute for House Bill 1312 creates an alternative method
for developing administrators, possibly recruiting from higher education institutions.
