SUMMARY
Synopsis of Joint Memorial
House Joint Memorial 55 requests the Governor to appoint a Municipal Road Maintenance Task
Force and designate the NMDOT to provide administrative support. The task force is to
investigate how maintaining and improving state highways within municipalities might be
equitably transferred to those municipalities rather than to the NMDOT. Requires a that report
be provided to the Governor and appropriate interim legislative committees by October 1, 2007.
FISCAL IMPLICATIONS
NMDOT advises that in the long term this bill will probably not impact the NMDOT directly
through the road fund, but will likely affect local government road funding. Since the bill creates
a joint task force, the immediate costs should be fairly minimal.
SIGNIFICANT ISSUES
The NMDOT observes that most of the smaller local governments are currently experiencing
problems paying for traffic signal maintenance costs. Requiring that these governments look to

paying for maintenance of state roads will likely be problematic. However, in light of the fact
that this memorial simply requires the formation of a task force and the preparation of an
investigative report, hardship should not be an issue for the smaller local governments.
ADMINISTRATIVE IMPLICATIONS
Some jurisdictional boundaries will need to be established. NMDOT is prepared to provide the
necessary administrative support to the Municipal Road Maintenance Task Force in connection
with preparation of the required investigative report.
