Synopsis of Bill

House Joint Memorial 60 requests that the New Mexico Legislative Council direct the

appropriate legislative interim committee to examine the issues of child care as they relate to

state employees and the citizens of New Mexico.

SIGNIFICANT ISSUES

According to House Joint Memorial 60:

•

There is a lack of adequate daycare facilities, particularly those that care for infants under

age two in Santa Fe and other metropolitan areas of the state;

•

The state of New Mexico is committed to addressing those issues surrounding the

employment and retention of women, minorities, and others who may find a lack of

adequate child care to be a detriment to employment;

•

On-site, employee-run or employer-provided daycare centers, in both private and public

organizations, are a large factor in attracting and retaining employees and prove to be a

source of employee satisfaction;

•

On-site child care provides significant cost savings to organizations as well as to the

state;

•

On-site, employee-run or employer-provided daycare centers provide peace of mind for

parents and quality care for children; and

•

The children of New Mexico, including the children of employees of the state of New

Mexico, are the state's greatest resource.

House Joint Memorial 60 requests that:

•

The appropriate legislative interim committee examine methods to foster nonprofit

partnerships with state government to provide on-site child care to state government

employees and to the citizens of New Mexico in order to relieve the shortage of child

care statewide and to retain qualified and valuable government employees by providing

them with adequate child care options;

•

The appropriate legislative interim committee examine methods to finance capital

projects designed to create and maintain on-site child care centers at state government

agencies that provide services to state government employees and the citizens of New

Mexico;

•

The pilot project for on-site child care at the New Mexico department of transportation

run by Kids Under Konstruction, a nonprofit corporation created and managed by

employees of the department, be recognized as a valuable project for the state of New

Mexico; and

•

A copy of this memorial be transmitted to the New Mexico Legislative Council.
