if they are used for other purposes.

House Joint Memorial 70 requests the Legislative Structure and Process Study Task Force
(LSPSTF) to examine the feasibility of establishing Legislative Council Service (LCS) field
offices.

SIGNIFICANT ISSUES
House Joint Memorial 70 recognizes that the demands placed on New Mexico’s citizen legislator
are increasing, requiring legislators to spend more of their time and money on their legislative
duties. Although these duties have increased, legislators, with the exception of legislative
leadership, are not provided with personal staff, office space or office resources, postage,
telecommunication allowances, or easy access to research libraries and materials.
This memorial requests the existent LSPSTF to study the feasibility of providing LCS field
office and report its recommendations and findings. The memorial further requests that copies of
the memorial to the co-chairs of the LSPSTF.
