Synopsis of Bill
House Memorial 82 expresses the following concerns:
One public higher education institution repeatedly ignored a legislator’s request for
copies of hiring policies;
One public higher education institution does not routinely advertise employment
opportunities in local news media;
and notes:
Public higher education institutions should follow appropriate hiring policies and
practices to ensure qualified persons are knowledgeable about employment opportunities;
These institutions should follow appropriate hiring policies and practices to ensure best
qualified persons are offered an opportunity for employment;
Hiring policies of these institutions should be written, available to the public and
followed in practice.
The House Memorial requests the Higher Education Department to study the hiring policies and
practices of these institutions; identify ethical, constitutional or legal issues for each institution;
and recommend options to change laws, rules and policies regarding the hiring of full-time and
part-time faculty members and administrators. The Higher Education Department is to report

findings and recommendations to New Mexico Legislative Council and Legislative Finance
Committee by November 1, 2007. Copies of the memorial are to be distributed to the Secretary
of the Higher Education and the chief executive officer of each public, post-secondary institution
in the state.
