SUMMARY
Synopsis of Bill
House Memorial 83 recognizes and thanks FedEx for its support and investment in New Mexico
students and higher education in this state.
SIGNIFICANT ISSUES
House Memorial 83 states that the Aviation Maintenance Technology Program at Eastern New
Mexico University-Roswell has been in existence since 1968. More than 450 students have been
prepared through the Aviation Maintenance Technology Program to test for the federal aviation
administration airframe and powerplant mechanic certification. The Aviation Maintenance
Technology Program at Eastern New Mexico University-Roswell is the only aviation
maintenance technology program in New Mexico approved by the Federal Aviation
Administration.
The University’s Aviation Maintenance Technology Program has received the certificate of
excellence “diamond award" from the Federal Aviation Administration for active participation in
the Federal Aviation Administration’s Aviation Technician Training Program and for the
University’s commitment to increasing aviation safety. The certification rate of Eastern New
Mexico University-Roswell students who pass their written exams and take their oral and
practical exams is one hundred percent and one hundred percent of Eastern New Mexico
University-Roswell’s aviation maintenance technology graduates are employed in the aviation

industry, with students employed locally, in various New Mexico communities and throughout
the nation.
FedEx has determined that Eastern New Mexico University-Roswell is worthy of a donation of a
Boeing 727 aircraft to use as a training aid for students. The Boeing 727 aircraft will add to the
resources available to train aviation maintenance technology students and help to advance the
Aviation Maintenance Technology Program at Eastern New Mexico University-Roswell and
positively impact the aviation industry in New Mexico. The Boeing 727 aircraft is being
decommissioned on March 8, 2007, and will be turned over to Eastern New Mexico University-
Roswell for the purpose of training future aircraft mechanics.
The House of Representatives of the State of New Mexico requests that FedEx be recognized
and thanked for its support and investment in New Mexico students and higher education in this
state.
