SUMMARY

Synopsis of Bill

Senate Bill 93 appropriates $150,000 from the General Fund to the Board of Regents of NMSU

for expenditure in FY 2008 to expand the equestrian program.

FISCAL IMPLICATIONS

The appropriation of $150,000 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the

General Fund.

SIGNIFICANT ISSUES

The NMSU Athletics Department added the Women's Equestrian program in FY06 as part of the

new requirements for Division I-A membership as well as to address the university's

commitment to gender equity and the requirements for the National Collegiate Athletic

Association (NCAA) certification in 2006.

In FY06, the Athletics Department received a $280,300 non-recurring General Fund

appropriation contained in SB190 (Laws 2005, Ch. 34, 47th Legislature, 1st Session). According

to NMSU, the increase in HB57 is needed to address an increase in grants-in-aid support and to

enable NMSU to give the NCAA maximum of 15 scholarships allowed for the sport. Also, the

dollar increase will be used for recruiting purposes and will support compliance with Title IX

as the university goes through NCAA certification.

This proposal was submitted to the HED by NMSU but was not included in the Department’s

funding recommendation for FY08. However, the base recurring budget was included in the

Department’s funding recommendation for FY08 in the amount of $349,700.

DUPLICATION

Senate Bill 93 (Expand NMSU Equestrian Program) is a duplicate of House Bill 57 (NMSU

Equestrian Program), except for the title.
