SUMMARY
Synopsis of Bill
Senate Bill 135 appropriates $80,000 from the General Fund to the NMSU Regents for
expenditure in FY 2008 to expand NMSU educational television services.
FISCAL IMPLICATIONS
The appropriation of $80,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.
SIGNIFICANT ISSUES
New Mexico State University requested this funding to help ensure that KRWG is able to
function in an ever-increasing competitive environment. The appropriation will allow KRWG to

maintain a strong local presence that allows the facility to operate as the only broadcast
television specifically serving Southern New Mexico. Providing the requested funds will help
ensure that news and public affairs programming and information will be available to these
communities.
This request was submitted by NMSU to the HED for review as additional funding of $80,000.
The Department’s funding recommendation for FY08 is a continuance of FY07 recurring
funding of $1,208,600, with no additional funding at this time.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
House Bill 418 (NMSU Educational TV Services) also appropriates $80,000 to NMSU for the
same purpose but is technically not a duplicate of SB 135 (Expand NMSU Educational TV
Services) because of the differences in titles.
Senate Bill 134/HB 417 appropriate $470,000 from the General Fund to NMSU to expand radio
and television local programming.
