SUMMARY
Synopsis of Bill
Senate Bill 142 appropriates $120,000 from the General Fund to the Board of Regents of West-
ern New Mexico University (WNMU) for expenditure in FY 2008 and FY 2009 to fund instruc-
tional television needs.
FISCAL IMPLICATIONS
The appropriation of $120,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2009 shall revert to the
General Fund.
SIGNIFICANT ISSUES
A public service proposal was submitted by WNMU to the New Mexico HED for review in the
amount of $118,600. The Department’s recommendation for SB142 is in the amount of
$126,100 for FY08. WNMU received $126,100 in recurring funding for FY07 and $123,200 in
FY06.

Western New Mexico University Media Services provides instructional television (ITV), video
conferencing, and other audio-visual technology to WNMU students and local school districts.
ALTERNATIVES
The Higher Education Department suggests that funding should be requested from Computer
Systems Enhancement Fund or other technology funding source.
