Senate Public Affairs Committee amendment to Senate Bill 233 adds new language to specify
that the appropriation is “for the children’s trust fund."
Synopsis of Original Bill
Senate Bill 233 appropriates seven hundred fifty thousand dollars ($750,000) from the general
fund to Children, Youth and Families Department for expenditure in fiscal years 2008 and 2009
to broaden and fund programs to prevent child abuse and neglect.
FISCAL IMPLICATIONS
The appropriation of seven hundred fifty thousand ($750,000) contained in this bill is a recurring
expense to the general fund. Any unexpended or unencumbered balance remaining at the end of
fiscal year 2009 shall revert to the general fund.

This appropriation is not part of CYFD’s request and is not included in the Executive
recommendation for CYFD.
SIGNIFICANT ISSUES
The amendment serves to clarify and specify the intent of the proposed funding, and to limit the
use of the proposed funding to the specific purpose and activities of the Children’s Trust Fund.
New Mexico Children's Trust Fund (CTF) is a trust established to fund innovative child abuse
and neglect prevention programs. These funds are administered by a Board of Director's. CTF
is housed at CYFD, and the trust and agency work jointly to promote prevention of child abuse
and neglect.
The bill provides no information about the specific programs or targets that the appropriation
seeks to broaden.
PERFORMANCE IMPLICATIONS
The bill may assist CYFD in addressing the General Appropriations Act performance measure
concerning the percentage of children experiencing repeat maltreatment within six months.
ADMINISTRATIVE IMPLICATIONS
If passed, the bill will have a minimal administrative impact on children, youth and families
department that the bill does not address.
