SUMMARY
Synopsis of Bill
Senate Bill 303 appropriates $50.0 from the general fund to Civil Air Patrol Division of the De-
partment of Military Affairs for the purpose of developing and implementing an in-service train-
ing program for members of the Civil Air Patrol Division.
FISCAL IMPLICATIONS
The appropriation of $50.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the
general fund.
DMA reports the Civil Air Patrol receives funding on a limited basis from federal sources to
support some training and operational costs. DMA states this support is only provided when the
organization is responding to missions assigned through the national system when the Civil Air
Patrol is requested by the State of New Mexico, but not when responding without Air Force mis-
sion approval.

SIGNIFICANT ISSUES
DMA reports the proposed legislation will provide funding to enhance training and readiness by
providing support for aircraft and vehicle operation, maintenance and fuel, training materials and
the procurement of equipment. DMA states the Civil Air Patrol is realizing significant readiness
shortfall because of increased fuel costs.
