SUMMARY
Synopsis of Bill
Senate Bill 382 would appropriate $50,000 from the general fund to be spent in FY08 by the
Department of Health (DOH) to provide for comprehensive, community-based cancer patient
support services including education, patient library services, one-to-one matching with cancer
veterans, survivorship support groups, and an annual statewide survivorship conference. Any
unexpended or unencumbered balance remaining at the end of FY08 would revert to the general
fund.
FISCAL IMPLICATIONS
DOH notes that the appropriation proposed by this bill is not included in the executive budget
recommendation. Also, DOH provides that existing staff and resources of the DOH Cancer
Section could absorb costs associated with implementing the activities in SB 382.
SIGNIFICANT ISSUES
DOH notes that according to the New Mexico Tumor Registry, an estimated 8,000 new cases of
cancer were diagnosed in NM in 2006. Approximately 54,000 people in the state are currently

living with a diagnosis of cancer. For every person living through cancer, an average of three
other people related to the patient are also affected by the diagnosis, perhaps as many as 216,000
persons in NM.
RELATIONSHIP
SB 382 relates to:
• HB 263, which would appropriate $600,000 to the Department of Finance and Administration
for expenditure in FY 2008 for St. Vincent Regional Medical Center (SVRMC) for the creation
of a comprehensive breast cancer center to serve the women of north central New Mexico.
• HB 303, which would appropriate $1,300,000 from the tobacco settlement program fund to the
Veterans’ Services Department for FY 2008 to contract with an organization for a clinical study
validating diagnostic technology for the early detection of lung cancer using an inexpensive,
non-invasive test developed in New Mexico.
• SB 357, which would appropriate $250,000 from the general fund to DOH to be spent in FY08
through FY10 to provide a cancer patient navigation program.
