SUMMARY
Synopsis of Bill
Senate Bill 388 will appropriate $10 million from the general fund to the DOH for expenditure in
FY08 to support provision of alternative medicine in Albuquerque.
FISCAL IMPLICATIONS
The appropriation of $10 million contained in this bill is a recurring expense to the General
Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to
the General Fund.
The appropriation requested in the bill is not part of the Executive Budget recommendation for
the Department in FY08; however, the bill may relate to a capital outlay request of $5 million to
purchase the Lovelace Medical Center to use as an alternative health care facility in Albuquerque
in Bernalillo County.
SIGNIFICANT ISSUES
The exact intent of the proposed appropriation is unclear as the DOH does not regularly provide
alternative medicine services.

DOH reports the bill will require significant resources to administer the appropriation; identify

monitor professional services contracts. The number of staff required will depend on the exact
nature of the services.
