SUMMARY
Synopsis of Bill
Senate Bill 398 appropriates $1 million from the general fund to the Board of Regents of the
University of New Mexico (UNM) for the purpose of providing professorships at the center of
regional studies.
FISCAL IMPLICATIONS
The appropriation of $1 million contained in this bill is a nonrecurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall not revert to
the general fund.
SIGNIFICANT ISSUES
According to HED the appropriation in SB 398 would be added to the existing endowment fund
to support additional professorships. The funds shall not revert but be added to the fund. The
university could hire four or five additional professors.

As per HED this request was not submitted by UNM to HED for review. However, HED
funding recommendation for FY08 includes a continuance of FY07 recurring funding in the
amount of $1.6 million.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
SB 389 appropriates $250 thousand to the University of New Mexico (UNM) for the regional
studies program for scholarships, faculty research, fellowships, internships and film
documentaries.
