SUMMARY
Synopsis of Bill
Senate Bill 430 appropriates $2.0 million from the General Fund to the Higher Education
Department for expenditure in FY 2008 to expand Adult Basic Education Programs across the
state, including English as a second language programs.
FISCAL IMPLICATIONS
The appropriation of $2.0 million contained in this bill is a recurring expense to the General
Fund. Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to
the General Fund.
SIGNIFICANT ISSUES
In FY07, 28 local ABE programs around the state served 21,637 adult students at an annual state
cost of $270 per student. ESL students accounted for one-third of the total enrollment.

More than 400,000 adults are still in need of services; there are over 500 students on wait lists to
enter local programs (HED Agency Bill Analysis).
This request was submitted by the ABE Division of NMHED but was not included in the
Department's request for funding.
PERFORMANCE IMPLICATIONS
The Adult Basic Education Division at HED has addressed accountability issues by:
•
implementing a state-of-the-art web-based student data system
•
developing and implementing assessment, goal-setting, follow-up, and local program
probation policies
•
developing a strategic plan and evaluation instrument/process
•
implementing a performance-based federal funding process
•
revising the state workload-based funding formula
•
developing the first statewide professional development plan
•
completing all action items resulting from the federal evaluation site visit.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
The General Appropriation Act (SB 2/HB 7) includes $5.9 million from the General Fund to
support Adult Basic Education. There is an additional appropriation to ENMU – Ruidoso
($135,000).
