SUMMARY
Synopsis of Bill
Senate Bill 453 appropriates $88,000 from the General Fund to the Board of Regents of New
Mexico Highlands University (NMHU) for the National Youth Sports Program (NYSP).
FISCAL IMPLICATIONS
The appropriation of $88,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 08 shall revert to the
General Fund.
According to HED, the matching funding is to supplement federal grant funding for NYSP.
SIGNIFICANT ISSUES
Both PED and HED contend that NYSP is an instructional summer program for boys and girls
from low-income households that serve as a vehicle to promote self-esteem and respect amongst
