SUMMARY
Synopsis of Bill
Senate Bill 462 provides for an appropriation from the general fund to the eleventh judicial
district court for FY 08 to hire a staff attorney and a computer technician for the eleventh judicial
district court in McKinley County. Any unexpended or encumbered balance remaining at the
end of FY 08 fiscal year shall revert to the general fund.
FISCAL IMPLICATIONS
The bill contains sufficient funding for these positions. Total recurring costs would be $152,400
for salaries, benefits, office supplies, and operating costs.
SIGNIFICANT ISSUES
This appropriation request is not part of the judiciary’s unified budget. The eleventh judicial
district court currently has one staff attorney and one information technology (IT) specialist to

serve eight judges, one child support/domestic relations hearing officer, seventy-six additional
staff members at four different physical locations. Even though the staff attorney and the IT
specialist currently provide sufficient service to the judges and staff in Gallup, additional staff
would enhance the daily support provided to the judges and staff in Gallup.
PERFORMANCE IMPLICATIONS
The district court is participating in performance-based budgeting. Staff changes should improve
the approved output performance measures of the court.
