Synopsis of SRC Amendment
The Senate Rules Committee amendment changes the composition of the Constitutional
Revision Commission as follows: increases the number of commission members from 13 to 24;
requires 3 members to be appointed by the minority floor leader of the House of Representatives;
requires 3 members be appointed by the minority floor leader of the senate and requires 12
members be appointed representing both political parties.
Synopsis of Original Bill
Senate Bill 475 creates the Constitutional Revision Commission consisting of 13 members,
provides for its duties and responsibilities and identifies the requirements which must be satisfied
for the commission to be appointed.
FISCAL IMPLICATIONS
Public members of the commission shall receive per diem and mileage pursuant to the Per Diem
and Mileage Act.
Senate Bill 475 does not make an appropriation however; additional expenses will be incurred
for the public members that are eligible to receive per diem and mileage. Depending on where
meetings are held, travel where overnight lodging is required is $85.00/day for in state areas and

$135.00 for in state special areas which includes Santa Fe. Mileage rates for public officers
using a private automobile is $0.32 per mile.
SIGNIFICANT ISSUES
The Speaker of the House of Representatives, President Pro Tempore of the Senate and the
Governor shall each appoint 3 members, no more than two of whom shall be members of the
same political party and the remaining 4 members shall be appointed by the other nine members.
Members shall serve from the time of their appointment through the next regular session of the
legislature.
The commission shall be appointed and meet when the Legislature by joint resolution or the
Governor by certification has identified an issue that may need to be addressed by constitutional
amendment.
The duties and responsibilities of the commission include the following:
Conduct research and further study of the issues identified by the legislature or governor
that may need to be addressed by constitutional amendment;
Receive public comments regarding the issues;
Determine if the issues should be addressed by amendment to the constitution of New
Mexico and draft the necessary proposed amendment; and
Submit the proposed amendments to the next regular session of the Legislature.
ADMINISTRATIVE IMPLICATIONS
The Legislative Council Service shall provide staff to the commission.
