SUMMARY
Synopsis of Bill
Senate Bill 509 appropriates $181 thousand from the general fund to the Public Education
Department for the purpose of funding a summer literacy camp pilot program.
FISCAL IMPLICATIONS
The appropriation of $181 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall
revert to the general fund.
The LFC remains concerned with funding initiatives outside of the funding formula as it tends to
disequalize school funding and diverts funding away from core educational needs.

SIGNIFICANT ISSUES
The General Appropriations Act contains funding for reading, math and science summer
institutes statewide.
PED would issue a request for proposals among New Mexico public school districts and ensure
that the pilot program supports the implementation of New Mexico’s K-8 Language Arts Content
Standards
