SUMMARY
Synopsis of Bill
Senate Bill 521 appropriates $250,000 from the General Fund to HED for a Motion Picture Arts
Training Program at the appropriate public post-secondary educational institution.
FISCAL IMPLICATIONS
The appropriation of $250,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 08 shall revert to the
General Fund.
HED states that Senate Bill 521 is not on the priority projects list of HED funding
recommendations for FY 08.

SIGNIFICANT ISSUES
Per HED, Senate Bill 521 addresses the need created by the rapidly increasing film and media
industry in New Mexico. The Program would accommodate the training needs of students,
residents, and non-residents interested in a career in motion pictures. Additionally, the allocation
would supplement the ongoing development of film crew training programs currently operating
at New Mexico’s higher education institutions.
ADMINISTRATIVE IMPLICATIONS
HED maintains that the Department will be the administrator for these funds involving receipt,
disbursement, and tracking to the institution that may benefit from this funding. Additional
staffing may be required to support this program.
RELATIONSHIP
Senate Bill 384 appropriates $500,000 from the General Fund to HED to support film and media
employment training and student productions.
Senate Bill 379 appropriates $50,000 from the General Fund to EDD to promote film and media
enterprises in New Mexico.
