SUMMARY
Synopsis of Bill
Senate Bill 669 appropriates $250 thousand from the general fund to Department of Cultural
Affairs to contract with a modern dance repertory company with experience in production for
junior high and high schools youth for a statewide modern dance awareness program.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in Senate Bill 669 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.

SIGNIFICANT ISSUES
According to the Public Education department, the enactment of Senate Bill 669 could affect as
many as two-thirds of the States’ children in these age groups.
PERFORMANCE IMPLICATIONS
The enactment of House Bill 681 could increase the results in the department’s measures
tracking outreach and educational efforts.
According to the Public Education department,
“The New Mexico Content Standards for the Arts and New Mexico Health and Physical
Education Standards make a foundation for this learning along with other Content Standards
through:

Demonstration of an understanding of the dynamics of the creative process.

Observation, discussion, analysis and making critical judgments about artistic works.
•
Increased awareness of diverse peoples through dance and movement.
•
Knowledge about how invention and innovation have historically influenced artists and
offered them new possibilities for expression.

Connections and parallels among the arts, health and physical education disciplines, as
well as all other content areas, Science, Math, Language Arts, Social Studies, Modern,
Classical and Native Languages and Career Technology.

Contributions to local and international communities by sharing learning experiences in
dance, movement, music, theater/drama and visual arts and by participating in cultural
activities in their community."
ADMINISTRATIVE IMPLICATIONS
The Cultural Affairs Department would be required issue a request for proposal (RFP) to
contract for the program in Senate Bill 669.
DUPLICATION, RELATIONSHIP
Senate Bill 669 relates to appropriations in the General Appropriations Act; the arts services
grants/contracts that the New Mexico Arts Division gives out to arts organizations statewide.
The New Mexico Arts program general fund recommendation was $1.6 million for FY08.
Senate Bill 669 duplicates House Bill 618.
Senate Bill 669 relates to HB 573. House Bill 573 appropriates one million two hundred
thousand ($1,200,000) from the general fund to Children, Youth and Families Department for
expenditure in FY08 to contract with a nonprofit professional modern dance repertory company
to provide an on-site and off-site statewide urban and rural dance program for sentenced and
post-release rehabilitation sustainability for at-risk and in-system juveniles.
