SUMMARY
Synopsis of Bill
Senate Bill 729 appropriates $25 thousand from the general fund for expenditure in FY08 to the
Cultural Affairs department to contract with a nonprofit music organization that organizes a
competition for NM children 12 and under.
FISCAL IMPLICATIONS
The appropriation of $25 thousand contained in Senate Bill 729 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.
SIGNIFICANT ISSUES
There are few such music competition events currently offered in New Mexico. An example of
an existing successful music competition is the New Mexico Music Commission’s Talent Show-
case, held each year at Expo New Mexico at the State Fairgrounds. The statewide event – which
is not limited to youth – features performance competitions in several musical categories. Win-

ners receive prizes, including studio time and the opportunity to perform at events sponsored by
the City of Albuquerque.
PERFORMANCE IMPLICATIONS
The enactment of Senate Bill 729 could increase the results in the department’s measures track-
ing outreach and educational efforts.
ADMINISTRATIVE IMPLICATIONS
The bill would have no significant administrative impact on the department.
