SUMMARY
Synopsis of Bill
Senate Bill 791 appropriates $53,500 from the general fund to the Board of Regents of Eastern
New Mexico University (ENMU) for expenditure in FY08 for operational expenses for the
Speech and Hearing Rehabilitation Outreach Center.
FISCAL IMPLICATIONS
The appropriation of $53,500 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
HED indicates that this appropriation will allow the clinic to provide additional rehabilitation
services to a broader area and outreach to clientele in the community. The clinic would purchase
equipment for specialized work for clients and support for area schools with specific needs such

as autism diagnosis.
The ENMU Speech and Hearing Rehabilitation Outreach Center serves as a regional diagnostic
and treatment center for helping clients of all ages with diverse communication disorders. The
clinical services are available to the general public and the appropriation will provide for
intensive services as well as upgraded services.
This request was not submitted by ENMU to the HED for review and is not included in the
department’s funding recommendation for FY08.
