SUMMARY
Synopsis of Bill
Senate Bill 858 is an act relating to higher education, creating the College Assistance Migrant
Program (CAMP) at New Mexico State University (NMSU). CAMP is created at NMSU to
serve educational needs of migrant and seasonal farm workers who are students at the university
by offering sufficient support to ensure participants' success in the first year of college and by
maintaining communication with former participants to ensure they receive the support they need
to graduate.
FISCAL IMPLICATIONS
This Bill does not provide funding to address the implementation of the provisions of the Bill.
HB142 and SB27 are companion bills to SB858 that each request $200,000 to fund CAMP

SIGNIFICANT ISSUES
Senate Bill 858 proposes statutory status for CAMP. The purpose of CAMP is to give the
opportunity to graduating high school seniors or first-semester freshman students already
enrolled at NMSU to begin or further their postsecondary academic careers. The students come
from families of limited resources, but primarily they are students who come from families who
have worked in agricultural harvesting or families who have traveled following the planting and
harvesting cycles.
CAMP has been used as a recruitment and retention model for first generation students
university-wide. NMSU's CAMP has also served as a model of the first living learning
community housed at the university. The key aspects of this program are its multi-disciplinary
scope and its representation in all majors at NMSU.
Federal funding has supported first-year students only, and state funding is requested for student
retention through the other college years. To enhance and provide efficient services to students,
the following are significant to the program’s future success: intensive retention efforts, outreach
coordinator, retention advisor, and support staff. Community outreach focuses on informing and
educating parents about the postsecondary process.
