SUMMARY
Synopsis of Bill
Senate Bill 866 would amend the Liquor Control Act to allow the on-premise consumption of
alcoholic beverages to begin at 11:00 am on Sundays instead of the current legal start time of
12:00 noon, in those local option districts that have elected to permit Sunday Sales by the drink.
The bill also increases the annual permit fee from $100.00 to $150.00.

FISCAL IMPLICATIONS
SB 866 would increase revenue received from Sunday Sales by the Drink permits. The bill
allows for an increase of $50.00 per permit. The total revenue received from the increase is
unknown, as it depends on the number of licensees who apply in any given year.
SIGNIFICANT ISSUES
The bill does not amend subsection H of the statute which references package sales on Sundays.
Legal times for package sales would remain from 12:00 noon to 12:00 midnight. Enforcement
would be more complicated and confusion among the industry is likely to occur.
ADMINISTRATIVE IMPLICATIONS
The change would require the Alcohol and Gaming Division staff to amend all renewal forms
and to monitor the payment of correct fees.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
Licensees will not be allowed to sell alcoholic beverages on Sunday until 12:00 p.m.
Patrons will have to wait till 12:00 p.m. on Sunday before they can purchase alcohol.
