SUMMARY
Synopsis of Bill
Senate Bill 885 appropriates $100,000 from the general und to Department of Transportation for
the Estancia Trolley operations.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
NMDOT indicates that it is not aware of any current trolley service in operation in Estancia or an
anticipated date for such service to begin. NMDOT was recently informed that Estancia
obtained one trolley bus from the City of Albuquerque and intends to provide trolley service in
their community but does not know which type of trolley service will be provided (e.g. fixed
route versus “dial-a-ride" service, service for the general public versus service for specific
clientele such as elderly and persons with disabilities), the level or frequency of service (e.g.

daily service versus weekday only service, peak hour only service versus all day service, number
of trips per day), which areas of the community will be served, the expected number of
passengers, the anticipated cost of the service, or the fares to be charged.
Estancia is not currently receiving any Federal Transit Administration (FTA) funds through the
NMDOT and does not currently have any agreements with NMDOT regarding transit service.
ADMINISTRATIVE IMPLICATIONS
NMDOT would administer these funds on a reimbursement/cost basis as per state law. This
would require Estancia to bill NMDOT for incurred expenses associated with the trolley service
and to be reimbursed for same.
