SUMMARY

Synopsis of Bill

Senate Bill 937 appropriates $200.0 from the General Fund to the Department of Finance and

Administration for expenditure in FY 08 to fund a stay-in-school program to provide counseling,

employment, and life-skills training for at-risk persons.

FISCAL IMPLICATIONS

The appropriation of $200.0 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

General Fund.

SIGNIFICANT ISSUES

DFA reports that Youth Development, Inc. (YDI), founded in 1971, is a nationally recognized

youth service organization that provides educational, developmental and humanitarian assistance

to children, youth and families in central and northern New Mexico. SB 937 would appropriate

$200.0 for YDI to increase the number of at risk students that it serves in Albuquerque.

With this increase in funding YDI will be able to serve an additional 130 students who are at risk

of dropping out of school. These funds would be targeted to the six Albuquerque high schools

with the highest drop out rates. Those six schools would forward students who are at risk of

dropping out of high school to the YDI program. The program includes 20 hours of tutoring, 10

hours of job seeking skills, and 115 hours of work experience at participating non-profits and

government agencies. YDI pays the student $6.75/hour.

Overall YDI has a success rate of over 90%. With the tutoring program, reading and math skills

have greatly improved and some students have improved 2 grade levels.

ADMINISTRATIVE IMPLICATIONS

DFA suggests that the appropriation in SB 937 would possibly be best administered by the

Public Education Department because of its expertise in this area.
