SUMMARY
Synopsis of Bill
Senate Bill 969 appropriates $150.0 from the General Fund for expenditure by the City of Las
Vegas to create a veterans’ memorial park in Las Vegas.
FISCAL IMPLICATIONS
The appropriation of $150.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
The Veterans' Memorial Park in Las Vegas is currently owned and maintained by the City of Las
Vegas. The park memorializes and honors veterans. The City has no available or dedicated funds
for renovation. This park was dedicated to our honored veterans in 1959 and has been minimally
maintained and has had no major upgrades since that time. There are approximately 20,000
veterans in northern New Mexico that would be immediately affected by renovation of this park.

The Department of Veterans Affairs notes that Las Vegas has a rich military history from the
First Regiment of the US Volunteers, (Rough Riders) formed by General Otero in 1898, to the

Coast Artillery that came out of Las Vegas to the current soldiers that have fought in Iraq
and Afghanistan. This park allows the City of Las Vegas to honor those who have served their
country with honor.
TECHNICAL ISSUES
The bill states that the appropriation is to "create a Veterans memorial park". However, there is a
veterans' memorial park already in place since 1959. The funds are intended to renovate the
exiting park to include a memorial structure and upgrade to the park grounds. Therefore
language in the bill should include renovation and grounds upgrade.
