SUMMARY
Synopsis of Bill
Senate Bill 1021 would appropriate $175,000 to the Department of Health (DOH) for
expenditure in fiscal year 2008 to provide intervention and counseling services and substance
abuse education and prevention in the areas of Chimayo and Española. Any unexpended balance
remaining at the end of FY08 shall revert to the general fund.
FISCAL IMPLICATIONS
DOH notes the appropriation in SB 1021 is not part of the Governor’s FY08 Executive Budget,
and is not on the NM Behavioral Health Collaborative’s priority list.
It is possible that some of the individuals who would receive intervention and counseling
services under programs funded through SB 1021 would be Medicaid-eligible recipients. If this
is the case, any monies used to provide services that are part of the State Medicaid benefit
package would be eligible for Federal match. The number of eligible clients and the amount of
this impact cannot be readily determined.

SIGNIFICANT ISSUES
DOH notes that SB 1021 does not specify what type of intervention and counseling services
would be provided and does not indicate who would be receiving these services. Services of this
type, although important to a community dealing with substance abuse, are already funded in the
areas designated by this bill through a variety of ongoing DOH substance abuse prevention and
treatment initiatives.
ADMINISTRATIVE IMPLICATIONS
The majority of behavioral health funding is overseen by the Interagency Behavioral Health
Purchasing Collaborative (Collaborative) and administered by ValueOptions of New Mexico.
DUPLICATION
SB 1021 duplicates HB 1112, would appropriate $175,000 to DOH for health, mental health and
substance abuse programs in Chimayo and Española.
TECHNICAL ISSUES
DOH notes that if the transfer of Behavioral Health Services Division to HSD is adopted, then
the portion of the appropriation to be administered by Division should be directed to HSD,
instead of DOH.
