SUMMARY
Synopsis of Bill
Senate Bill 1032 appropriates $25.0 to the Local Government Division so the State Acequia
Commission can convene and coordinate a task force to study the acequia construction program
of the Interstate Stream Commission.
FISCAL IMPLICATIONS
The appropriation of $25.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
SB 1032 appropriates $25.0 to the Local Government Division so the State Acequia Commission
can convene and coordinate a task force to study the acequia construction program of the
Interstate Stream Commission. The task force is to include the nonprofit state acequia
association, the natural resources conservation service, the army corps of engineers, the New
Mexico association of conservation districts and the interstate stream commission. Its charge is

to study the acequia construction program of the interstate stream commission and make
recommendations to the legislature.
DFA reports that one option the task force may wish to consider is to evaluate requests for
capital outlay funding of ditch improvements on technical merits by engineers at the ISC but
manage contractual monies through DFA. The task force, if it exercised this option, would offer
a microcosm of the need for overall capital outlay reform.
