SUMMARY
Synopsis of Bill
Senate Bill 1039 appropriates $300,000 from the General Fund to the New Mexico Higher
Education Department (NMHED) for expenditure in FY08 for a leadership institute at Luna
Community College (LCC).
FISCAL IMPLICATIONS
The appropriation of $300,000 contained in this bill is a recurring expense to the general; fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
The Luna Community College Leadership Institute was started two years ago as a summer
program targeting at-promise high school students who are identified as students with social or
academic issues, from economically-disadvantaged families to students with records of arrest or
who are on probation, who would most benefit from a well-organized, intense week-long

residential program aimed at building leadership skills.
A request was submitted by Luna Community College to NMHED for review in the amount of
$118,200 for Summer Leadership Programs. This request is not included in the Department’s
funding recommendation for FY08.
In FY07, LCC did receive $118,200 in recurring funding for Summer Leadership Programs
under NMHED's Special Programs Allocations.
OTHER SUBSTANTIVE ISSUES
HED advises that over the last 2 years, approximately 170 students were selected and
successfully completed the summer program. This year, there are 100 students that are scheduled
to participate, if the program is funded. Junior and senior high school students are selected from
the following high schools: Raton, Maxwell, Springer, Wagon Mound, Mora, East and West Las
Vegas, Pecos, and Santa Rosa. Students are housed at the National Guard Center adjacent to the
college. The funds will be used for supplies, materials, professional services contracts for
speakers and presenters, staff at Luna Community College who plan and coordinate the program,
awards ceremonies, and full-time chaperones during the week-long program. Students who
successfully complete the program receive one college credit towards the College Success
Program at Luna Community College. Former speakers/presenters include experts in crisis
counseling, leadership skills, substance abuse, National Guard representatives, and prevention
and intervention counselors. Students are identified by school counselors as appropriate
participants and are selected by the Leadership Institute Committee through an application
program.
