SUMMARY
Synopsis of Bill
The Senate Education Committee Substitute for Senate Bill 225 expands the uses for which
funds from the Instructional Materials Fund may be used.
FISCAL IMPLICATIONS
SB1225/SECS provides that 25 percent of that portion of the Instructional Materials Fund per-
mitted to be used to purchase instructional materials not on the state approved multiple list be
authorized for use to purchase other classroom materials.
For FY08 the appropriation contained in the General Appropriations Act for instructional materi-
als is $37.2 million. Of this amount, $18.6 million is authorized for the purchase of instructional
materials not included on the state approved multiple lists. This bill would then authorize up to
$4.7 million to be used for the purchase of other classroom materials.
SIGNIFICANT ISSUES
The bill defines “Other Classroom Materials" as materials other than text books that are used to
support direct instruction to students".
It appears the intent of this bill is to relieve teachers of “out of pocket expenses" incurred in pur-
chasing materials needed to complement classroom instruction
