if they are used for other purposes.

SUMMARY
Synopsis of Bill
Senate Joint Memorial 15 requests the Public Education Department study whether an alternative
pathway to school administrator licensure should be created.
PED will provide a written report of its findings and recommendations to the Legislative
Education Study Committee (LESC) no later than November 1, 2007.
A copy of this memorial is to be provided to the Secretary of Education and the Director of the
LESC.
FISCAL IMPLICATIONS
PED notes funding for this study is generally not included in the agency budget. It is unclear as
to the total amount needed to complete the study and prepare interim and final reports.
SIGNIFICANT ISSUES
Under this memorial it would be possible for school administrators (school principals or school
district superintendents) to earn a level three-B administrative license through alternative
licensure by providing evidence of appropriate credentials and by meeting PED-approved
competencies.

It should be noted that this type of licensure may in fact increase the number of available
administrators, however with limited time in the classroom, these administrators may encounter
significant difficulty in their first few years of service.
PERFORMANCE IMPLICATIONS
This memorial relates to the PED performance measure regarding percent of core academic
subjects taught by highly qualified teachers and has the potential to enable districts to place
highly qualified administrators in shortage areas. Additionally, student performance could be
positively affected because of the knowledge and content that these licensees would bring into
the schools
