committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.

Synopsis of Bill
Senate Joint Memorial 51 requests a study be conducted by the Public Education Department and
the Children, Youth and Families Department of the benefits of implementing a service learning
program that grants academic credit to high school students and students in the eight grade
entering high school. The memorial also requests a report of findings and recommendations to
the LESC prior to the 2008 legislative session.
FISCAL IMPLICATIONS
The memorial does not contain an appropriation, however staff resources will be required to
conduct the study and prepare the final report. Both departments should be able to meet the
requirements of the memorial within existing resources.
SIGNIFICANT ISSUES
Currently requirements for graduation include seven and one-half elective units. Current statute
(22-13-1.1 NMSA 1978) requires that service learning be offered as an elective for credit.
