SUMMARY
Synopsis of Bill
Senate Joint Memorial 67 requests the New Mexico Legislative Council to direct the appropriate
committee to review the Department of Game and Fish’s cooperative work with the United
States Forest Service and other agencies and parties to coordinate efforts to maximize the
effectiveness of the National Forest Land Management Plan and help solve related issues.
SIGNIFICANT ISSUES
Senate Joint Memorial 67 states that the Lincoln National Forest is working on its National
Forest Land Management Plan. Watershed restoration must be an integral part of this National
Forest Land Management Plan. Grazing permits on National Forest, State and Bureau of Land
Management Lands are contingent upon availability of forage and the abundance of wild game,
in particular elk, has become a management issue concerning available forage. The quality and
quantity of sustainable water resources have an economic impact on counties located in the
Lincoln national forest watershed.
The Legislature of the State of New Mexico requests that the New Mexico Legislative Council
be requested to direct the appropriate committee to review the Department of Game and Fish’s

Commissioner; the State Forester; the New Mexico Cattle Growers’ Association; the New
Mexico Association of Conservation Districts; and other interested parties
