Senate Memorial 57 welcomes Michael Cooper as an Honorary Member of the New Mexico
State Senate.
SIGNIFICANT ISSUES
Senate Memorial 57 states that it is a widely known truism that New Mexico’s low per diem rate
and the rigors of running a political campaign are obstacles that keep many qualified New
Mexicans from running for office. The New Mexico Senate works diligently to ensure that a
wide range of New Mexicans’ views are heard during the legislative process. Michael Cooper is
an outstanding New Mexican who cares deeply about the Land of Enchantment and who would
no doubt make many valuable contributions to the deliberations of the Senate but who has not
been afforded that opportunity, given his myriad other duties and responsibilities.
Michael Cooper has dedicated himself to coaching the Senate basketball team, and, while he is
an outstanding coach as demonstrated by the narrowing margins of the Senate’s less-than-
victorious performances in the House-Senate Basketball Games, there is no doubt that Coach
Cooper would contribute more to the team as Senator Cooper. Article IV, Section 7 of the
Constitution of New Mexico makes each house of the legislature the judge of the qualifications
of its members.
The Senate of the State of New Mexico requests that Michael Cooper be made an honorary

member of the New Mexico Senate with all of the rights and none of the responsibilities of a
Senator.
SM 57 also requests that as soon as Mr. Cooper accepts his new position, the Senate boldly and
confidently challenge the House to a rematch.
