SUMMARY
Synopsis of Bill
Senate Memorial 77 encourages the establishment of a regional air quality Authority composed
of Bernalillo county, Sandoval county, Valencia county, the city of Albuquerque and other
municipalities within the region.
FISCAL IMPLICATIONS
The joint memorial has no fiscal impact. However, establishing and maintaining a regional
authority will require recurring but as yet unknown costs that could be borne by local
governments and, potentially the state.
SIGNIFICANT ISSUES
The bill recognizes that air quality is important is important to the health and well-being of

individuals and stresses the crucial importance of air quality to growing and heavily populated
areas such as the counties of Bernalillo, Sandoval and Valencia and the city of Albuquerque.
The cumulative impact of land use, transportation and manufacturing is acknowledged, and these
interactions are cited as the reason a regional air quality authority is needed in the region.
Additionally, the bill states that air quality can best be achieved through intergovernmental
cooperation utilizing a single governmental entity.
OTHER SUBSTANTIVE ISSUES
Copies of this memorial are to be transmitted to the boards of commissioners of Bernalillo,
Sandoval and Valencia counties and to the governing bodies of the cities of Albuquerque,
Bernalillo, Corrales, Rio Rancho, Belen and Los Lunas.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
A regional air quality may not be formed.
