A JOINT MEMORIAL
REQUESTING THE LEGISLATIVE STRUCTURE AND PROCESS STUDY TASK
FORCE TO EXAMINE THE FEASIBILITY OF ESTABLISHING LEGISLATIVE
COUNCIL SERVICE FIELD OFFICES.
WHEREAS, the demands placed on New Mexico's citizen
legislators are increasing, requiring legislators to spend more
of their time and money on their legislative duties; and
WHEREAS, legislators' duties include providing constituent
services, meeting with constituents, meeting with state and
local elected officials, making public appearances and
speeches, preparing for and attending interim committee
meetings and researching issues and preparing legislation; and
WHEREAS, between legislative sessions, legislators, with
the exception of legislative leaders, are not provided with
personal staff, office space or usual office resources, postage

or telecommunications allowances or easy access to research
libraries and materials; and
WHEREAS, the New Mexico legislative council has appointed
a legislative structure and process study task force to examine
a range of legislative reforms that might allow the legislature
to fulfill its duties more effectively; and
WHEREAS, establishing legislative council service field
offices around the state might provide legislators more
convenient and ready access to the professional and support
staff services necessary to fulfill their legislative duties;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
STATE OF NEW MEXICO that the legislative structure and process
study task force be requested to study the feasibility of
providing legislative council service field offices around the
state and report its recommendations and findings, if any, on
this issue with its full recommendations; and
BE IT FURTHER RESOLVED that a copy of this memorial be
transmitted to the co-chairs of the legislative structure and
process study task force.
