A JOINT MEMORIAL
REQUESTING THAT ALL NEW MEXICO STATE FLAGS FLOWN OUTSIDE OF
STATE, COUNTY AND MUNICIPAL OFFICES BE FLOWN AT HALF-STAFF IN
HONOR OF, AND WITH ESTEEMED RECOGNITION FOR, OUR FIGHTING MEN
AND WOMEN OVERSEAS, AND THAT THEY REMAIN AT HALF-STAFF UNTIL
THERE IS A DECLARATION OF A JUST PEACE.
WHEREAS, the United States has waged the war on terror for
nearly five and one-half years; and
WHEREAS, in the course of this war, members of the United
States armed forces have served throughout the world in many
countries, including Afghanistan; and
WHEREAS, twenty thousand armed forces personnel are
currently serving in Afghanistan; and
WHEREAS, the United States has been engaged within Iraq
for nearly four years; and

WHEREAS, one hundred thirty-five thousand armed forces
personnel are now serving in Iraq; and
WHEREAS, the president of the United States plans to
deploy twenty-one thousand five hundred additional infantry
personnel to Iraq within the next few months; and
WHEREAS, these men and women are fighting "a long war",
serving with honor and bravery as they face numerous threats to
their safety; and
WHEREAS, the men and women of the armed forces cannot
stand down until a just, lasting peace is achieved in Iraq and
Afghanistan;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
STATE OF NEW MEXICO that all New Mexico state flags flown
outside of state, county and municipal offices be flown at
half-staff in honor of, and with esteemed recognition for, our
fighting men and women overseas, especially those serving in
Afghanistan and Iraq, and that they should remain at half-staff
until there is a declaration of a just peace; and
BE IT FURTHER RESOLVED that a copy of this memorial be
transmitted to the governor.
